One Fact Decides A Large Number Of These Cases#

An Indian student applying to a British university takes TOEFL because it is the test they prepared for, receives an offer, and then discovers at the visa stage that their score does not satisfy the requirement.

TOEFL is not among the Home Office approved Secure English Language Tests for UK visa purposes. The approved list includes IELTS for UKVI, the PTE SELT tests, Trinity College London's Integrated Skills in English and Graded Examinations in Spoken English, and LanguageCert's SELT offerings. Standard TOEFL is not an accepted SELT option.

This is not the same as saying British universities do not accept TOEFL, and the distinction is where the confusion lives. Many do accept it for admission, because for degree-level study at institutions with the appropriate status the university may assess English ability itself. What the university accepts for admission and what the Home Office accepts for a visa are two separate questions.

Get both answers before you book a test. That sentence is the entire practical content of this article, and the rest of it explains how the three destinations differ and what to check.

Background: Admission Versus Visa#

These are separate assessments by separate bodies with separate rules, and applicants collapse them constantly.

Admission is the university's decision. The institution sets its own English requirement, chooses which tests it will accept, and sets the score. It may accept tests that no immigration authority recognises.

A visa is the government's decision. Where an immigration route specifies a particular category of test, only tests in that category count, regardless of what your university said.

The two sometimes coincide and sometimes do not. In the United States, institutions set requirements and the visa process relies on the institution's admission decision rather than a separate prescribed test. In the United Kingdom, a defined approved list exists for visa purposes, and for some routes and course levels a test from that list is required.

The failure mode is always the same. A candidate satisfies the university, assumes the matter is settled, and encounters the second requirement after paying for a test and waiting for a result.

Two terms worth defining:

SELT. Secure English Language Test, the category of test approved by the UK Home Office for visa purposes, administered under specific security conditions at approved centres.

CEFR level. The common European scale. UK student visa requirements are expressed in these terms: B2 or higher for degree level and above, B1 or higher below degree level.

The Three Destinations Compared#

The UK column is the one to read twice. The gap between what a university accepts and what the Home Office accepts is the single largest avoidable error in this area.

The Germany column contains a different trap entirely. The English test question is straightforward for English-taught programmes and entirely beside the point for German-taught ones, where a German-language qualification is the requirement. Confirm the language of instruction before anything else.

And note the last row generally. In every destination there is a second requirement that applicants discover late. Finding yours early is worth more than optimising the test choice.

Applying To The United Kingdom#

Establish whether your route and course level requires a SELT. For degree-level study, providers with the appropriate status may in some circumstances assess English ability themselves, which changes the position. This is specific to your institution and your course, and the institution's international office will tell you.

If a SELT is required, book a SELT version specifically. IELTS for UKVI is not the same booking as standard IELTS, even though the test content is comparable. It must be taken at an approved centre under the prescribed conditions, and booking the wrong version means taking it again.

Check the CEFR level you need. B2 or higher for degree level and above, B1 or higher below degree level, across reading, writing, speaking and listening.

Check the institution's own requirement separately, which may be higher than the visa minimum. Satisfying the Home Office does not satisfy a department that asks for more.

And confirm on the official government guidance rather than a summary, since routes and requirements are updated.

Applying To The United States#

TOEFL has the deepest institutional history here, and where a programme states a requirement in TOEFL terms it is worth taking TOEFL simply to avoid a conversion argument.

Note the scale change. TOEFL replaced the 0 to 120 total with a 1 to 6 band scale on 21 January 2026, with a comparable 0 to 120 figure also reported during a two-year transition. Many American programmes still publish requirements in old-scale terms, and a short email to the admissions office resolves the equivalence question.

Check section minimums. American graduate programmes frequently set a minimum for speaking, particularly where teaching assistantships are involved, and candidates meeting the overall requirement sometimes fall below it.

There is no separate prescribed visa English test, so the university's requirement is the requirement.

And check whether the programme accepts the cheaper tests, because acceptance of the Duolingo test in particular is now widespread in the United States and would materially reduce your cost.

Applying To Germany#

Establish the language of instruction first. This is the decision that determines everything else. An English-taught master's programme has an English requirement; a German-taught programme requires a German-language qualification and no English test will substitute.

For English-taught programmes, universities commonly accept IELTS and TOEFL and set their own minimum. Requirements are generally stated as a score rather than as a CEFR level.

Budget for the APS process, the academic evaluation certification required of Indian applicants, which is separate from any language test and has its own timeline. It is a common cause of delay for Indian students and it should be started early.

Note that an aptitude test for Indian applicants, the dMAT, is being introduced from summer 2027, joining the APS process rather than replacing any language requirement. Check the current position for your intake, as implementation details continue to be published.

And check the programme's own page rather than a general guide, since German universities vary considerably in what they accept.

A Checklist Before You Book Anything#

Six questions, answered in writing, for each destination on your list. Twenty minutes of work that prevents the expensive version of this problem.

Which tests does the programme accept for admission? From the programme page, not the general international admissions page, and not from an agent's summary.

What score does it require, and are there section minimums? An overall requirement with a separate speaking or writing minimum is a different target, and candidates discover these after testing with depressing regularity.

Does the immigration route require a specific category of test? For the United Kingdom this is the Home Office approved SELT list and the answer depends on your route and course level. For the United States and Germany there is no separately prescribed test, and the institution's requirement governs.

If so, which version must I book? IELTS for UKVI is a different booking from standard IELTS. Taking the wrong one means taking it again.

How long is my score valid, and will it still be valid at my intake? Validity periods are finite and a score taken early in a long application cycle can expire before you use it.

And what else is required that is not a language test? APS certification for Indian applicants to Germany is the clearest example, and it has its own timeline that runs in parallel rather than after.

Then book once. Candidates who answer these six questions take one test. Candidates who do not frequently take two.
